Is there any way to show the Desktop Bar open when I invoke Spaces with a three finger up swipe?

MacBook Pro with Retina display, OS X El Capitan (10.11.4), 15"

No. Not from the Desktop. Move your mouse to the top and it expands.

If you are in a full screen app the mission control opens in its expanded state.
